DC Tax Office Manager Caught Embezzling

Federal prosecutors discovered a scam in which DC tax office manager Harriette Walters created fake property tax refund checks that were cashed by friends and at least one co-worker. Evidence was uncovered that showed the embezzlement was ongoing, and went unnoticed for almost 20 years.
Prosecutors seized a diamond engagement ring and wedding band that were purchased with the stolen money. The ring set, totaling nearly $30,000 was paid for in part by Walters, who police believe initiated the scam. Court documents show that Walters and her co-worker Kim Fleet bought the rings from a store in Annapolis, Maryland, shortly before they were caught.
Harriette Walters and 10 other people were convicted, but Kim Fleet has not yet been charged in one of the biggest financial scandals in Washington, DC history.
